I used to make a similar favor for teachers. Didn’t reuse cans from home ( what a great way to recycle), but did purchase the small paint cans at Home Depot (usually $1 a piece); used scrapbook paper and glued on the outside. Typically I did them for Halloween and put caramel corn in a cello bag inside of the can and then added the lid and ribbon.

I made a version of these for the grandma’s for mother’s day, but with flower seeds. I dried the potting soil in the oven (very important or the seeds will germinate before you open the can!) and put the seeds in a thin layer of potting soil at the bottom of the can (the end with the pull tab) and filled the rest of the can with the remaining dry potting soil. Grandma’s LOVED these and the kids were thrilled to watch grandma’s flowers grow! (and help water of course!)
