The Bic Razor coupon is from the 3/8/15 SmartSource Insert (the coupon expires on 3/28 which is what I think caused the mix-up).

I was wondering if the garnier coupon was only in certin regions? I did not see any in my paper. I live in Lynchburg, Virginia

In my experience most newspaper coupons are regional. Some are definitely more widespread than others, but there is no guarantee that a particular area will get a particular coupon.
Sorry you didn’t get this one. It always bums me out when I don’t get a high-value coupon.
