I was recently buying birth announcement cards and shopped around for the best price. If you are a Sam’s Club member, I would check out the pricing on photos there. Often they are cheaper than even special deals. You can get an 11×14 photo (not collage) shipped to your house for $2.78 or picked up with 1-hour photo in store for $2.87 according to their website. I’ve been pleased with the photo quality.
