I found this blog post on the web (http://blog.lovetolearn.net/2009/06/tp.html) and basically the author recommends that you look at the square footage (not # of rolls, # of sheets, 1 ply or 2 ply). One cent per sq ft is a good deal. So if the total sq footage is 656 then move the decimal two places to the left and you want to pay no more than $6.56.
The last package I bought was Angel Soft 12 regular rolls for $1.24 (on sale for $2.24 – $1/1 coupon) and there were 250.5 sq ft. So the regular sale price was a good deal but with the coupon–even better. Hope that helps.
